I'm beginning with rates from California, after all, that's my home state.. So if the information is helpful, please tell your friends and/or link to this article. Also, leaving comments is always appreciative. Of course, please let me know if there is anyway to improve the posts.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Partners Federal Credit Union&lt;/strong&gt; -- Partners in the past has had some great rate offers. They use to allow members from anywhere you just had to join one of their affiliated associations. However, once they merged they stopped offering that. They also use to offer bonuses for opening relationship type accounts. Bonuses were as high as an additional 0.40%. I don't know if they are doing that anymore. The CD Rates aren't very good. 6-month at 1.16%, 1-year at 1.25%, 3-year at 1.90%. $879MM in assets. They are currently profitable but may have some problem loans. They are in southern CA after all. 2-star rating.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Imperial Capital Bank&lt;/strong&gt; -- Imperial Capital has good rates and they offer either an on-line process or CDs can be opened through the mail. Rates are: 6-month at 1.49%, 1-year at 1.80%, 18-month at 2.04%, and 2-year at 2.27%. FDIC# 26348. The bank has $4BB in assets, but their Capital ratio is quite low at 4.20%. Rated 1-star (*).&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Union Bank, NA&lt;/strong&gt; -- Union Bank may require a branch visit, but they have branches all over California. Like many MegaBanks their CD Rates aren't impressive but they do offer complete wealth building services. They have $73BB in assets. Their 6-month loss is $90MM, but they still earned a 4-star rating. The CD Rates aren't really worth mentioning. For example, the current 1-year CD Rate is 0.75% APY. They have a $350 minimum deposit. That is an odd number.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;The California Credit Union&lt;/strong&gt; -- California CU is open to all. You have to either be a current member of the PTA or PTSA or make a $5 donation. You can also gain membership by contributing to an organization like PBS. They need an additional $5 to go into a savings account. They are large for a credit union with about $1.5BB in assets. They have a 9.53% capital ratio. They currently have a loss, but still are rated 3-stars (***). Unfortunately the rates aren't that good. 6-month at 0.600%, 12-month at 0.950%, 5- year at 3.000%. NCUA# 60784&lt;/p&gt;&lt;p&gt;Like some other states such as Georgia, Florida, and Illinois, many california banks are experiencing income and capital pressure. If you don't want to deal with a failed bank, review their financials carefully. The staff at the office of the institution will guide parents about the terms and conditions under which financial assistance is given. The staff will also be able to guide parents about obtaining financial aid from external sources if they do not meet the eligibility criteria of the loans offered by the institutions.&lt;/p&gt;&lt;p&gt;These loans are granted by local organizations and nonprofit institutions.&lt;/p&gt;&lt;p&gt;Financial institutions give loans to place children in reform and residential facilities. The loans have a high interest rate because the institutions do not see any profitable result of giving the loan. Short term and long term loans are available. Each financial institution has its own terms and rates of interest. Parents can shop among the many loans available in the category and choose the loan  that suits their individual financial needs.&lt;/p&gt;&lt;p&gt;Scholarships and educational loans are available for low income families to place their children in residential schools and reform institutions. Short term loans are also offered for troubled teens to attend boot camps and wilderness camps. The main requirements for these loans are typically that the camp or school is licensed as a correction facility and has a reputation for successful rehabilitation of troubled teens. Parents should shop among the many scholarships and choose the scholarship that will fit their repayment capabilities.&lt;/p&gt;&lt;p&gt;Financial help for the placement of troubled teens is available for low income families. Using financial help is beneficial because the troubled teen can get help when parental help is insufficient for reform. Parents can also give their teen the best opportunity to correct their ways with the help of counsellors and other troubled teens. If the teen has a specific problem like a psychological condition or addiction, there are special institutions to help. Financial aid will help low income families put their children in these institutions. Properly setting financial goals means setting a goal you can actively measure. This ties into specificity, but also means it is something that you can routinely go back check to ensure that your original targets are still suitable for achieving the goal in the desired time frame. Being able to accurately measure your goals is essential for creating a viable plan for accomplishing them.&lt;/p&gt;&lt;p&gt;A - Achievability. When setting financial goals, it is important to set ones that are realistic and achievable. Achievability is relative, what may be a realistic goal for a multimillionaire probably is not realistic for a shop clerk making minimum wage. Both of these people can - and should - set financial goals, but what each can achieve is radically different based on their circumstances.&lt;/p&gt;&lt;p&gt;R - Rewarding. The time and resources expended to accomplish serious long-term goals demand that you really want them. You should be able to effectively trace the path to achieving a good financial goal. Beyond simply measuring what is required, your have to be able to trace a course of action that steadily moves you closer to success. Tracing your path to success, and reassessing this path regularly, will ensure that you are still on target. One study revealed that despite the abundance and wealth, "fewer than one in three Americans" claimed to be "very happy".&lt;/p&gt;&lt;p&gt;In good times and in bad times, many people both rich, and poor, are relatively free of anxieties concerning money and material possessions. Why the difference? In the report "The Meaning of Money", researchers observed that some people are "highly motivated by money and controlled by money. This may lead to stress and neuroticism". In contrast, "Those who budget their money carefully tend to have internal locus of control and positive feelings toward themselves. Although the Federal Reserve is planning its exit strategy, there is little chance one will actually be enacted - which means that inflation will continue to bulldoze the value of the US dollar.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;#1 Reason: All Stops Have Been Pulled&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;Never before in the history of the Federal Reserve have rates been allowed to plummet as low as they have today to combat the most recent financial crisis. Today's rate of 0-.25% is the lowest the Federal Reserve can issue without literally paying banks and lenders to borrow money.&lt;/p&gt;&lt;p&gt;Since 1983, Federal Reserve rates have fallen from 9% to 7% in 1987, 3% in 1992, and 1% in 2002 to today's nonexistent 0 -.25% rate. The Federal Reserve has nothing left in its interest rate arsenal to combat the crisis. With the Fed's fuel is running on low, a further reduction in rates is all but impossible. It's one thing to know what's deductible and how to maximize your deductions, but unless that gets reflected in your bookkeeping, it's as if the tax planning never happened at all.&lt;/p&gt;&lt;p&gt;Here are a few tips on what to look for to make sure your books are in order:&lt;/p&gt;&lt;p&gt;Make sure your bookkeeping is current. Ideally, this means your bookkeeping is up-to-date through the end of last month, or last quarter. It is very common to pay for business or investment expenses personally. This can result in missing these expenses in the bookkeeping for your business or investment which means missing potential tax deductions. Be sure to reimburse yourself for these expenses - the reimbursement puts the deductions on the books.&lt;/p&gt;&lt;p&gt;#2 Document Your Travel, Meals and Entertainment&lt;/p&gt;&lt;p&gt;Travel, meals and entertainment are perfectly legitimate tax deductions as long as specific rules are met.&lt;/p&gt;&lt;p&gt;One of the rules for deducting travel, meals and entertainment is to keep proper documentation. In fact, if you are audited, you can count on a request for documentation that supports these deductions.&lt;/p&gt;&lt;p&gt;Proper documentation includes:&lt;/p&gt;&lt;p&gt;Amount of expense&lt;/p&gt;&lt;p&gt;Description of expense&lt;/p&gt;&lt;p&gt;Location of expense&lt;/p&gt;&lt;p&gt;Date of expense&lt;/p&gt;&lt;p&gt;Business purpose of expense&lt;/p&gt;&lt;p&gt;Names and business relationship of the people involved&lt;/p&gt;&lt;p&gt;Don't take your documentation lightly! That said, it is no secret that the sunny rock of Gibraltar just off the south coast of Spain is as popular with wealthy Brits as it ever has been - but its image is changing, and the island is more unique than one might expect.&lt;/p&gt;&lt;p&gt;Economic developments over the last year have caused much political focus on the on the operation of banks on the UK mainland and overseas. The G20 summit in April saw the decision made to enforce transparency and economic sustainability as a means to ensure that the world economy remains more stable in the future - and for the UK's overseas territories (including Bermuda and Cayman) to comply, they had to sign 12 tax information exchange agreements (TIEAs).&lt;/p&gt;&lt;p&gt;Although certain territories have already met the target of 12, Gibraltar is well on its way and began signing their TIEAs on the 31st March 2009. Since then, it has signed agreements with another eight, including Ireland, New Zealand and the United Kingdom. Not bad for an island that many had thought unlikely to be able to shrug off its label as 'tax haven', for the more positive: Offshore Financial Centre.&lt;/p&gt;&lt;p&gt;However, entrepreneurs and those with a high income can still benefit from favourable taxes in Gibraltar, and its nearby location to the Costa del Sol is great for those who'd prefer to spend sterling than euros. Conditions of residency sets it apart from other territories though, if you are willing to pay more than £250,000 for property you need only spend one day on the island before you are considered one of its 30,000 residents. Though this is rumoured to change in 2010.&lt;/p&gt;&lt;p&gt;Additionally, despite its EU membership and ties to UK and Spain, Gibraltar's own economy has proved considerably stronger with a reported 6.6 percent growth rate. Despite the general acknowledgement among the UK public that this is a logical and sensible habit to get into, it has clearly been difficult for banks to be able to offer great incentives for prospective savers to open an account.&lt;/p&gt;&lt;p&gt;Little reason to save has been reflected by significant changes reported recently by finance experts, moneyfacts.co.uk. The website highlighted a trend stimulated by low interest rates, showing that many people are using their money to go towards paying off their debts instead of storing it in a savings account. The research also posited the notion that the UK public believe if they haven't got the money, they won't spend it.&lt;/p&gt;&lt;p&gt;Yet, incentives to save are on the horizon, and the question remains whether such changes are a positive signal for the UK economy. The first group of prospective savers to benefit are those who are aged over 50. They will now be allowed to deposit up to £10,200 (half in cash half in stocks and shares) into tax-free Individual Savings Accounts (ISAs) - an amount that has increased from £7,200. The increase will be available to everyone else after the 6th April, 2010.&lt;/p&gt;&lt;p&gt;Although the changes have not been seen a positive response from all corners of the media (The Sun described how 'pensioners won't be feeling much benefit if their ISA returns are so low anyway'), these changes at least herald a growth inn opportunity for those eager to save but were unsure where to put their cash - and each provider will be eager to allow different ISA options to differentiate themselves from the next.&lt;/p&gt;&lt;p&gt;Aside from ISAs, fixed rate accounts are still offering the best returns for savers, yet - as is the case with ISAs - you must be prepared to leave you cash locked up for some time to get the best from it.
